“Luach” (pronounced loo‑och), the Irish word for value, reflects both our heritage and our commitment to strengthening healthcare performance through better alignment, better collaboration and better decision-making.

Our Mission
Is to make Value Based Healthcare the “go to strategy” for delivering excellence in healthcare across the globe. To achieve this we are using our collective expertise to be the bridge between health systems, medtech and pharma; maximising the synergies in the supply chain to create a common language and understanding of value, from design through to procurement, contracting and delivery.

Luach’s primary work is with medtech and healthcare industry — helping suppliers demonstrate value and win in NHS and health system procurement. But we also work directly with health systems ready to adopt value-based procurement at scale. Brian Mangan FCIPS designed and led the implementation of the first at-scale Value-Based Procurement programme for the English NHS — a national, multi-stakeholder initiative delivered through NHS Supply Chain. That experience, combined with a global network of healthcare procurement and health system contacts, means Luach is uniquely placed to support other national and regional health systems looking to transition to value-based approaches.

Brian Mangan FCIPS — Founder & CEO, Luach Consulting Group Brian brings over 20 years of experience in NHS and international healthcare procurement and medtech commercialisation. He is a Fellow of the Chartered Institute of Procurement and Supply (FCIPS), a founder member of the Global Society for Value-Based Healthcare, and the architect of the first at-scale Value-Based Procurement programme across the English NHS — implemented through NHS Supply Chain.
That combination gives Luach’s clients a significant edge. Brian has held senior leadership roles in NHS procurement at local, regional, and national level. He understands how NHS procurement teams and health system buyers actually think — what they scrutinise, what they dismiss, and what moves a business case from pending to approved. That inside knowledge is built into every framework, tool, and training module in this programme.
Luach works with a network of senior associates and strategic partners — including Hill Dickinson LLP (legal and commercial frameworks) and Digipharm (data analytics and outcomes measurement) — to deliver end-to-end support for clients at every stage of their value-based journey.
